on a 1000 watt inverter the specs list a self consumption amount. Is this the actual draw of the inverter with no load?

yes, with or without a load, throw in inverter efficiency and that's why something gotta be spinning if I use an inverter!!!

"Most" inverters only have a 85% efficiency rating anyway, now please don't ask me where I got that number, but I did read it in a report on general inverter efficiency.
