When my rv is plugged into line voltage or is being towed and connected to my truck- do i need to disconnect my solar control and or panel?

Generally, no. If using a standard Renogy setup, the panels are designed to be connected to the controller full time. Similarly, the controller is designed to be connected to the batteries full time.
As a system, it's meant to charge and maintain the batteries regardless of what else is connected to them.
