Do the Renogy mono panels have a blocking diode all ready installed?

I believe that the answer is "No," they do not have blocking diodes. They do have bypass diodes inside the junction box located on the rear of the panel, but those are not the same as blocking diodes.
In most modern solar configurations, the blocking diodes are contained within the charge controller rather than at each panel. This is for two reasons: One, blocking diodes contribute to losses in power. The more you have, the more power is wasted. The second reason is that you want to try to keep those diodes as cool as possible. While you're somewhat forced to use the bypass diodes close to the panel, the same cannot be said for blocking diodes. You can keep them in the controller which is usually at a more comfortable temperature than the panels.
I hope that answers the question. I'm not a Renogy employee but that's my best guess based on the available literature.

Hello, i apologize about the delayed response. Our panels have a bypass diodes and the controller acts as a blocking diode but there is no blocking diode in the panel. -A.L.
