Controller does stay powered on

I have a Rover 20 Amp MPPT Solar Charge Controller with a 100W panel.  Initial install went well and everything was working great.   I received a battery discharged error when I put a load on the controller and now when I connect the battery to the controller the controller powers on for a short moment and then powers down.  The battery icon indicator flashes for a few seconds and then the screen goes blank.  The battery voltage is reading 12.89V which from what I can tell is charged.  Any ideas?
