Rover 20 - Load control configuration

I am trying to configure my Rover 20 to Turn on a load over a set voltage and shutoff the load when it drops below the voltage.  I am trying to configure it through the load control tab of the software and it doesnt seem to do anything.  I have read and written values but the load output never seems to change unless I use the manual configuration.  Ideally I would like to turn on at 12.5V and off again when it drops below this value.

Strangely the configuration in the load control for voltage has values 4 to 10??
